According to the government’s website, Canada’s immigration department will switch to the NOC (National Occupational Classification) system’s 2021 version on November 16, 2022. Moreover, the new NOC will change eligibility for some of Canada’s immigration programs like express entry.
To become qualified for the express entry, now you require work experience that will come under the NOC skill types 0, A, or B, which line up with the NOC 2016. After the change, Immigration, Refugees, and Citizenship Canada (IRCC) will look to the new Training, Education, Experience and Responsibilities (TEER) system to regulate the eligibility of the work experience.
The below table shows how NOC 2016 skill types compare to TEER classes.

Instructions For Express Entry Applicants
The IRCC website provides instructions to the express entry applicants in the pool and also for the people who have not submitted yet.
If you already submitted your profile, but have not yet received an Invitation to Apply (ITA), then you should update your profile on or after 16th November 2022.
To do so, foremost search the NOC 2021 list on the Employment and Social Development Canada (ESDC) portal, and update your profile with your TEER Class and five-digit occupation code. When you plan to submit your Express Entry profile on or after November 16, then you must find your occupation’s code on the NOC 2021 list and submit it when filling out your profile.
If you have received an ITA before November 16, you must submit your application using NOC 2016. There is no need to find out which new code matches the one you previously have.

CRS Implications
The points you get for organized employment in the Comprehensive Ranking System (CRS) will follow the Skill Type/Level update chart.
For instance, if you would have received 50 points for organized employment in Skill Type/Level 0, A, or B, then you will still get those scores if your NOC is in TEER 0, 1, 2, or 3.
Federal Skilled Worker Program Selection Factor Points
The points you get according to the selection factors for the Federal Skilled Worker Program (FSWP) will follow the Skill Type/Level update chart.
Which Professions Will Be Affected?
A total of 16 professions will become eligible for Express Entry, and three will become unqualified, according to a previously-released internal update note.
The below-listed occupations will become eligible under Express Entry starting November 16:
- Payroll administrators;
- Dental assistants and dental laboratory assistants;
- Nurse aides, orderlies, and patient service associates;
- Pharmacy technical assistants and pharmacy assistants;
- Elementary and secondary school teacher assistants;
- Sheriffs and bailiffs;
- Correctional service officers;
- By-law enforcement and other regulatory officers;
- Estheticians, electrologists, and related occupations;
- Residential and commercial installers and servicers;
- Pest controllers and fumigators;
- Other repairers and servicers;
- Transport truck drivers;
- Bus drivers, subway operators, and other transit operators;
- Heavy equipment operators; and
- Aircraft assemblers and aircraft assembly inspectors.
The three occupations that will become unqualified include:
- Other performers;
- Program leaders and instructors in recreation, sport, and fitness; and
- Tailors, dressmakers, furriers, and milliners.
These three occupations will keep on eligible for programs with wider occupational eligibility criteria, such as some Provincial Nominee Program (PNP) streams.
