The Immigration, Refugees, and Citizenship Canada (IRCC) had enough backlogs and have not been sending the invitations for the Federal Skilled Worker Program (FSWP) candidates. Similarly, the invitations for the Canadian Experience Class (CEC) candidates were paused in September 2021. The pause was made to clear the backlogs and reach the previous standard of the Express Entry system. However, this led to excessive backlogs, and IRCC was entirely focused on achieving the immigration goal plan of 2021. So, the IRCC issued an Invitation to Apply (ITA) only to the PNP and CEC candidates. The IRCC also created a special Temporary Residence to Permanent Residence (TR to PR) pathway to support immigration. However, this strategy benefited only the PNP candidates. Resuming invitations to FSWP and CEC candidates:
FSWP and CEC program was started in 2015, and the primary aim of these programs was to invite the highest-scoring candidates. The programs were initiated to reduce the backlogs because IRCC only needs highly-qualified invitations. Unfortunately, due to pandemic and to achieve the immigration goal, the IRCC prioritized its preference over permanent residence applications who lived within Canada and applications of an Afghan refugee. During the second half of 2021, the IRCC only processed 600 FSWP and 14,000 CEC applications per month.
However, this backlog has negatively impacted Canada’s economic growth and labor force. From healthcare to the agricultural sector, the Canadian government is in need of more workers. So, the IRCC is trying its best to get on track by inviting more FSWP and CEC candidates from abroad to recover Canada’s economy. FSWP and CEC candidates are losing their legal status because of a lack of invitations. Thus, it is high time for the Canadian Federal government to change its focus over the other categories other than PNP to improve the labor shortage.
